The Utah School Library Association (USLA) is proud to announce its 2025 Legislative Partners, Representative Carol S. Moss and Senator Karen Kwan. This partnership highlights the unwavering support of these two legislators for the state's school libraries and their commitment to intellectual freedom and education. Both Moss and Kwan have consistently championed the role of school librarians and the resources they provide, demonstrating their dedication through actions such as sponsoring the distribution of USLA materials to fellow House and Senate members. The USLA is honored to collaborate with such strong advocates who understand the critical importance of a well-supported school library system.<\/p>\n\n\n\n

Representative Carol S. Moss, Utah State Legislature<\/p>\n\n\n\n

Carol Spackman Moss, a longtime English teacher and Utah legislator, has been a steadfast advocate for education and school libraries.<\/p>\n\n\n\n

She has been a leading voice in defending intellectual freedom, speaking out in committee meetings and on the House floor to protect the rights of students and parents to choose what they read. <\/p>\n\n\n\n

She has urged legislators to end the criminalization of librarians and to respect their professionalism.<\/p>\n\n\n\n

Most recently, she sponsored the USLA\u2019s distribution of materials to all House members, underscoring her ongoing commitment to supporting school libraries and librarians.<\/p>\n<\/div><\/div>\n\n\n\n

Senator Karen Kwan, Utah State Legislature<\/p>\n\n\n\n

Senator Karen Kwan has been a consistent and thoughtful advocate for Utah\u2019s school libraries and librarians. As House Minority Whip,<\/p>\n\n\n\n

She raised concerns about legislation that, while intended to address inappropriate content, risked silencing diverse voices and erasing important stories.<\/p>\n\n\n\n

She reminded colleagues of the importance of protecting minority communities from being marginalized and has offered personal support for school librarians and the challenges they face. <\/p>\n\n\n\n
